prohibition against united states employees recognizing or negotiating with plo Sec. 528. In reaffirmation of the 1975 memorandum of agreement between the United States and Israel, and in accordance with 104 STAT. 2009section 1302 of the International Security and Development Cooperation Act of 1985 (Public Law 99–83), no employee of or individual acting on behalf of the United States Government shall recognize or negotiate with the Palestine Liberation Organization or representatives thereof, so long as the Palestine Liberation Organization does not recognize Israel’s right to exist, does not accept Security Council Resolutions 242 and 338, and does not renounce the use of terrorism.
