(a) None of the funds appropriated by this Act shall be provided for any member of the Nicaraguan resistance who has not disarmed and is not abiding by the terms of the cease-fire agreement and the addendums to the Toncontin Agreement signed on April 19, 1990. (b) Section 1 of the Act entitled “An Act to provide survival assistance to victims of civil strife in Central America”, approved December 11, 1989 (Public Law 101–215), is amended by repealing subsection (c).
