presidential foreign assistance contingency authorities Sec. 588. Section 451(a) of the Foreign Assistance Act of 1961 is amended by— (1) striking out the phrases “not to exceed $10,000,000 of’ and “in any fiscal year”; (2) striking out the phrase “emergency purposes” and inserting in lieu thereof “unanticipated contingencies”; and (3) inserting the following immediately before the period: “, except that the authority of this subsection may not be used to authorize the use of more than $25,000,000 during any fiscal year”.
