SEC. 10. CONTINUATION OF AUTHORITY. Notwithstanding any other provision of law, an amount shall be made available from the unobligated balances in the Business Loan and Investment Fund to make a grant designated in Public Law 100–459 in subsection (c) under the heading “Economic Development Assistance Programs”, at a funding level not less than the level provided during fiscal year 1990, and notwithstanding any other provision of law, an amount shall be made available from the unobligated balances in the Business Loan and Investment Fund to make a grant to the first entity designated in Public Law 100–459 in subsection (k) under the heading “Economic Development Assistance Programs” at a funding level not less than the level provided during fiscal year 1990 to such entity.
