SEC. 8. LOAN SERVICING FEE. In the Small Business Investment Act of 1958, insert the following new subsection: “Sec. 503 (e)(3). Notwithstanding any other provision of law, qualified State or local development companies shall be authorized to prepare applications for deferred participation loans under Section 7(a) of the Small Business Act, to service such loans and to charge a reasonable fee for servicing such loans.”.
