SEC. 212. NED TREATMENT OF INDEPENDENT LABOR UNIONS. Section 503 of the National Endowment for Democracy Act (22 U.S.C. 4412) is amended by adding at the end thereof the following new subsection: “(f) Nothing in this title shall preclude the Endowment from making grants to independent labor unions.”
