SEC. 216. USIA UNDERGRADUATE SCHOLARSHIP PROGRAM. (a) Increased Funding for Caribbean Region.— It is the sense of the House of Representatives that the United States Information Agency should provide increased funding for students in the Caribbean region under the scholarship program for developing countries established by title VI of the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987. (b) Definition.— (1) As used in this section, the term “Caribbean region” means— (A) Antigua and Barbuda, Aruba, the Bahamas, Barbados, Belize, Cuba, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Christopher and Nevis, St. Vincent and the Grenadines, St. Lucia, Trinidad and Tobago; (B) Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Netherlands Antilles, Turks and Caicos Islands; and (C) French Guiana, Guadeloupe, and Martinique. (2) Nothing in this subsection may be construed to encourage or authorize scholarships for students from any country which is a Communist country.
