SEC. 401. CONFORMING REGULATIONS. (a) In General.—The Secretary is authorized to issue regulations to carry out the provisions of this Act. (b) Suspension.—Subparagraphs (c) through (f) of section 668.44 of title 34, Code of Federal Regulations, are suspended.
