SEC. 202. CONTROL OF VEHICLE REFUELING EMISSIONS. Section 202(a)(6) of the Clean Air Act (42 U.S.C. 7521(a)(6)) is amended to read as follows: “(6) Onboard vapor recovery.— Within 1 year after the date of the enactment of the Clean Air Act Amendments of 1990, the Administrator shall, after consultation with the Secretary of Transportation regarding the safety of vehicle-based (‘onboard’) systems for the control of vehicle refueling emissions, promulgate standards under this section requiring that new light-duty vehicles manufactured beginning in the fourth model year after the model year in which the standards are promulgated and thereafter shall be equipped with such systems. The standards required under this paragraph shall apply to a percentage of each manufacturer’s fleet of new light-duty vehicles beginning with the fourth model year after the model year in which the standards are promulgated. The percentage shall be as specified in the following table: “Implementation Schedule for Onboard Vapor Recovery Requirements Model year commencing after standards promulgated Percentage * *Percentages in the table refer to a percentage of the manufacturer’s sales volume.
