SEC. 625. COST-OF-LIVING ALLOWANCE IN THE CONTINENTAL UNITED STATES: HIGH COST AREAS. Section 403b(c) of title 37, United States Code, is amended—(1) in the second sentence, by striking “8 percent” and inserting “5 percent”; and (2) in the third sentence, by striking “shall prescribe” and inserting “may prescribe”.
