Sec. 774. The first proviso under the heading “Rural Community Facilities Program Account” in title I of division N of the Consolidated Appropriations Act, 2023 (Public Law 117–328) is amended by inserting “or to repair or replace essential community facilities damaged by a disaster that occurred in calendar year 2023” after “calendar year 2022”: Provided, That amounts repurposed pursuant to this section that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget are designated as an emergency 138 STAT. 117 requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
