Sec. 119C. Reprogramming request. None of the funds made available by this Act may be used to open, close, redesignate as a lesser office, or reorganize a regional office, the aeronautical center, or the technical 138 STAT. 314 center unless the Administrator submits a request for the reprogramming of funds under section 405 of this Act.
