Sec. 303. It is therefore the purpose of this title to set forth amendments to the Land Remote-Sensing Commercialization Act of 1984 to ensure that— (1) the original intent of that Act is carried out in the most effective manner consistent with the guiding principles expressed therein; (2) specific mechanisms for carrying out the original intent of that Act are provided in those cases where none have materialized thus far; and (3) the working relationships among involved Federal agencies and private sector parties for the purpose of carrying out that Act are fully developed and mutually understood.
