SEC. 747. ASIAN-PACIFIC REGIONAL HUMAN RIGHTS CONVENTION. Not later than 180 days after the date of enactment of this Act, the Secretary of State shall submit a report to the Congress which— (1) examines the nature and extent of human rights problems in the Asian-Pacific region; and (2) assesses the willingness of the countries in the region to negotiate a regional human rights convention similar to the American Convention on Human Rights, the Conference on Security and Cooperation in Europe, and the African Charter on Peoples’ and Human Rights.
