(rescission and transfer of funds)Sec. 310. Deadline.Of the unobligated balances in the “Department of Education Nonrecurring Expenses Fund” established in section 313 of division H of Public Law 116–260, $160,000,000 are hereby rescinded not later than September 30, 2026: Provided, That from any remaining unobligated balances in such Fund, the Secretary may transfer up to $60,000,000 to “Innovation and Improvement” to be merged with funds made available under such heading for carrying out activities authorized under part C of title IV of the ESEA.
