SEC. 903. REPORTS ON QUOTA ALLOCATIONS TO COUNTRIES IMPORTING SUGAR. Section 902(c) of the Food Security Act of 1985 (7 U.S.C. 1446 note) is amended— (1) by inserting “(1)” after the subsection designation; and (2) by adding at the end the following new paragraph: “(2) (A) Effective 90 days after the date of enactment of this paragraph and by August 1 of each year thereafter through 1995, the Secretary of Agriculture shall report to the President and Congress on the extent, if any, of sugar imports from Cuba by the countries described in paragraph (1). “(B) Commencing with the quota year for sugar imports after the 1990–1991 quota year, the President shall report to Congress by January 1, on— “(i) the identity of the countries that are net importers of sugar derived from sugarcane or sugar beets who have a quota for the current quota year; “(ii) the identity of such countries who have verified that they do not import for reexport to the United States any sugar produced in Cuba; and “(iii) the action, if any, taken by the President with respect to countries reported by the Secretary of Agriculture as net importers of sugar derived from sugarcane or sugar beets who imported the sugar from Cuba who reexported the sugar to the United States during the previous quota year.”.
