Bureau of Engraving and Printing For working capital for the Bureau of Engraving and Printing Fund established by the Act of August 4, 1950 (Public Law 656), $3,250,000: Provided, That hereafter, in order to foster competition in the manufacture of distinctive paper for United States currency and securities, the Secretary of the Treasury is authorized, in his discretion, to split the award for such paper between the two bidders whose prices per pound are the lowest received after advertisement.
