Sec. 410. No part of any appropriation or authorization contained in this Act shall be used to pay the compensation of any employee engaged in personnel work in excess of the number that would be provided by a ratio of one such employee to one hundred and fifteen, or a part thereof, full-time, part-time, and intermittent employees of the Department and its instrumentalities, cooperators and collaborators receiving personnel services from the Department: Provided, That for purposes of this section employees shall be considered as engaged in personnel work if they spend halftime or more in personnel administration consisting of direction and administration of the personnel program; employment, placement, and separation; job evaluation and classification; employee relations and services; training; committees of expert examiners and boards of civil service examiners; wage administration; and processing, recording, and reporting: Provided farther, That nothing contained in this section shall be construed as permitting any increase whatever in personnel officers over and above the number otherwise provided for in this Act.
