Sec. 402. The Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force, with the approval of the Secretary of Defense, are respectively authorized to provide facilities, by the construction, conversion, installation, or equipment of temporary or permanent buildings, appurtenances, and utilities, for use as post or naval exchanges, theaters, auditoriums, restaurants, cafeterias, or other facilities intended primarily for welfare and morale purposes and for the use of which fees or other charges may be imposed, as follows: By the Secretary of the Army: $15,000,000. By the Secretary of the Navy: $5,000,000. By the Secretary of the Air Force: $25,000,000.
