Sec. 504. There are hereby authorized to be appropriated funds for advance planning, construction design and architectural services 65 Stat. 365 in connection with public works projects which are not otherwise authorized by law in such amounts as may be provided in the appropriation Act concerned. Such sums as are appropriated shall remain available until expended when specifically provided in the appropriation Act.
