civil aeronautics board Civil Aeronautics Board, salaries and expenses: For necessary expenses of the Civil Aeronautics Board, including contract stenographic reporting services; employment of temporary guards on a contract or fee basis; salaries and traveling expenses of employees detailed to attend courses of training conducted by the Government or industries serving aviation; expenses of examination of estimates of appropriations in the field; purchase (not to exceed one for replacement only) and hire of passenger motor vehicles; and hire, operation, maintenance, and repair of aircraft; $3, 625, 000, of which not to exceed $3, 354, 000 shall be available for personal services: Provided, That the Departments of the Army, Navy, and Air Force are authorized to transfer to the Civil Aeronautics Board without charge, subject to the approval of the Bureau of the Budget, aircraft (for replacement only), aircraft engines, parts, and accessories surplus to the needs of such Departments.
