SEC. 1989. PROMOTION PROGRAM. Section 708 of the National Wool Act of 1954 (7 U.S.C. 1787) is amended by striking “at least two-thirds” wherever it appears and inserting “a majority” and by striking “two-thirds” wherever it appears and inserting “a majority”.
