SEC. 1991. FINDINGS AND DECLARATION OF POLICY. Section 2 of the Cotton Research and Promotion Act (7 U.S.C. 2101) is amended by— (1) in the second sentence inserting “and also outside the United States” before the period; (2) in the third sentence by striking “in large part”; (3) striking the fourth and the sixth sentences of the first paragraph; (4) striking “The great inroads on the market and uses for United States” and inserting “The great inroads on the market and uses for”; and (5) in the third paragraph— (A) striking “harvested” and inserting “marketed”; and (B) inserting “and on imports of cotton” after “United States” the first time it appears.
