record of admission for permanent residence in the case of certain aliens who entered the united states prior to july 1, 1924 Sec. 249. (a) A record of lawful admission for permanent residence may, in the discretion of the Attorney General and under such regulations as he may prescribe, be made in the case of any alien, if no such record is otherwise available and such alien shall satisfy the Attorney General that he— (1) entered the United States prior to July 1, 1924; (2) has had his residence in the United States continuously since such entry; (3) is a person of good moral character; (4) is not subject to depecitation; and (5) is not ineligible to citizenship. (b) An alien in respect of whom a record of admission has been made as authorized by subsection (a), shall be deemed to have been lawfully admitted to the United States for permanent residence as of the date of his entry prior to July 1, 1924,
