Sec. 103. Not to exceed 5 per centum of any appropriation in this title may be transferred to any other such appropriation but no such appropriation shall be increased by more than 5 per centum by any such transfer: Provided, That no such transfer shall be used for creation of new functions within the Department. This title may be cited as the “Department of Labor Appropriation Act, 1953”.
