Emergency Fund for the President national defense For expenses necessary to enable the President, through such officers or agencies of the Government as he may designate, and without regard to such provisions of law regarding the expenditure of government funds or the compensation and employment of persons in the Government service as he may specify, to provide in his discretion for emergencies affecting the national interest, security, or defense which may arise at home or abroad during the current fiscal year, $1,000,000 of the unexpended balance in this fund on June 30, 1952, is hereby continued available during the fiscal year 1953: Provided, That no part of this appropriation shall be available for allocation to finance a function or project for which function or project a budget estimate of appropriation was transmitted pursuant to law during the second session of the Eighty-second Congress or the first session of the Eighty-third Congress and such appropriation denied after consideration thereof by the Senate or House of Representatives or by the Committee on Appropriations of either body. executive mansion and grounds For the care, maintenance, repair and alteration, refurnishing, improvement, heating and lighting, including electric power and fixtures, of the Executive Mansion and the Executive Mansion grounds, and traveling expenses, to be expended as the President may determine, notwithstanding the provisions of this or any other Act, $341,200, together with not to exceed $26,000 of the unobligated balance of funds appropriated for such purpose in the “Independent Offices appropriation Act, 1952”. bureau of the budget Salaries and expenses: For expenses necessary for the Bureau of the Budget, including newspapers and periodicals (not exceeding $200); teletype news service (not exceeding $900); not to exceed $59,250 for expenses of travel; and not to exceed $20,000 for services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a), at rates not to exceed $50 per diem for individuals; $3,461,200. council of economic advisers Salaries and expenses: For necessary expenses of the Council in carrying out its functions under the Employment Act of 1946 (15 U. S. C. 1021), including newspapers and periodicals (not exceeding $200); not to exceed $2,475 for expenses of travel; and press clippings (not exceeding $300): $225,000, to remain available until March 31, 1953.
