Sec. 251. The. Secretary of the Treasury with the concurrence of the Secretary of the Navy, and. subject to such standards, policies, and procedures as may be prescribed by the Secretary of Defense, the Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force shall make and publish such regulations as he determines necessary to carry out the provisions of this Act. Insofar as 66 Stat. 496 practicable, the regulations for all the reserve components shall be uniform.
