QUALITY CONTROL SANCTIONS.
SEC. 1751. QUALITY CONTROL SANCTIONS. (a) In General.— No disallowance or other similar action shall be applied to or collected from any State for any of the fiscal years 1983,1984, or 1985 under section 16(c) of the Food Stamp Act of 1977 (7 U.S.C. 2025(c)) or any predecessor statutory or regulatory provision relating to disallowances or other similar actions for erroneous issuances made in carrying out a State plan under such Act, except for amounts to be paid or collected after the date of enactment of this Act pursuant to settlement agreements which do not provide for payment adjustments based on future changes in law. (b) Application.— Subsection (a) shall also apply to disallowances described in subsection (a) with respect to which an administrative or judicial appeal is pending on the date of enactment of this Act, including any such disallowance that has been collected before such date.
