SEC. 1624. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated $40,000,000 for each fiscal year to carry out this chapter. Of amounts appropriated to carry out this chapter for a fiscal year, not less than $15,000,000, or not less than two thirds of any such appropriation, whichever is greater, shall be used to carry out sections 1621 and 1623.
