Sec. 207. Not to exceed 5 per centum of any appropriation from the general fund of the Treasury in this title available for salaries and expenses may be transferred to any other such appropriation for the purpose of paying annual leave of employees separated from the service as a result of reductions of appropriations provided herein, but the transfer authority provided herein shall not extend beyond December 31, 1953. This title may be cited as the “Department of Health, Education, and Welfare Appropriation Act, 1954”.
