AUTHORIZATION OF APPROPRIATIONS.

SEC. 1647. AUTHORIZATION OF APPROPRIATIONS. (a) Authorization.— There are authorized to be appropriated for each of the fiscal years 1991 through 1995 such sums as may be necessary to carry out this subtitle to be available until expended without fiscal year limitation. (b) Administrative Expenses.— Not more than four percent of the amount appropriated for a fiscal year under subsection (a) may be expended by the Secretary of Agriculture for administrative costs incurred by the Secretary to carry out this subtitle.
