Sec. 106. Appropriations made in this Act shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U. S. C. 55a) when authorized by the Secretary, at rates not to exceed $100 per diem for individuals, and in total amount not to exceed $250,000; maintenance and operation of aircraft; hire of passenger motor vehicles; purchase of reprints; examination of estimates of appropriations in the field; payment for telephone service in private residences in the field, when authorized under regulations approved by the Secretary; and the payment of dues, when authorized by the Secretary, for library membership in societies or associations 67 Stat. 276 which issue publications to members only or at a price to members lower than to subscribers who are not members.
