Reserve Tools and Facilities For transfer by the Secretary of Defense, with the approval of the President, to any appropriation for military functions under the Department of Defense available for procurement, to be merged with and to be available for the same time period as the appropriation to which transferred, for mobilization reserve purposes, including purchase of machine tools; and construction and acquisition of production facilities, including land, buildings, and appurtenances therefor; $250,000,000: Provided, That not more than $50,000,000 of the above amount may be used for the purchase or acquisition of existing production facilities including land, buildings, and appurtenances therefor.
