Sec. 208. Not to exceed 5 per centum of the appropriations for legal activities and general administration in this title shall be available interchangeably, with the approval of the Director of the Bureau of the Budget, but no appropriation shall be increased by more than 5 per centum and any interchange of appropriations hereunder shall be reported to the Congress in the annual budget. This title may be cited as the “Department of Justice Appropriation Act, 1954”.
