SEC. 103. GENERAL AGREEMENT ON TARIFFS AND TRADE NOT AFFECTED. The enactment of this Act shall not be construed to determine or indicate the approval or disapproval by the Congress of the Executive Agreement known as the General Agreement on Tariffs and Trade.
