SEC. 101. RETAILERS’ EXCISE TAX ON LUGGAGE, ETC. Section 1651 (a) (relating to retailers’ excise tax on luggage, etc.) is hereby amended by striking out “20 per centum” and inserting in lieu thereof “10 per centum”.
