SEC. 2329. LIMITATION ON CONDITIONS FOR WATER AND SEWER GRANTS AND LOANS. Section 306(a) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)) is amended by adding at the end the following new paragraph: “(20) In making or insuring loans or making grants under this subsection, the Secretary may not condition approval of such loans or grants upon any requirement, condition or certification other than those specified under this Act.”.
