Personal Services, Wage-Scale Employees For pay increases for wage-scale employees, to be allocated by the Commissioners of the District of Columbia to the appropriations and funds of said District for the fiscal year 1954 from which such employees are properly payable, $1,200,000, of which $143,700 shall be payable from the highway fund and $233,800 from the water fund; said increases in compensation to be effective during the period beginning with the first day of the first pay period which began after June 30, 1953, for per diem educational employees of the Board of Education, and beginning with the first day of the first pay period which began after September 15, 1953, for other wage-scale employees of the District of Columbia: Provided, That no retroactive compensation or salary shall be payable in the case of any individual not in the service of the municipal government of the District of Columbia on the date of approval of this Act. except that such retroactive compensation or salary shall be paid in the case of a deceased officer or employee, or of a retired officer or employee, for services rendered after the effective date of the increase.
