SEC. 2270. REGULATIONS. The Secretary of Agriculture or the Commodity Credit Corporation, as appropriate, snail issue regulations to implement this chap-104 STAT. 3977ter as soon as practicable after the date on which appropriations are made available to carry out this chapter, without regard to the requirement for notice and public participation in rule making prescribed in section 553 of title 5, United States Code, or in any directive of the Secretary.
