Sec. 506. Whenever— (a) the President determines that compliance with the requirements of Public Law 245, Eighty-second Congress, in the case of contracts made pursuant to this Act with respect to the establishment or development of military installations and facilities in foreign countries would interfere with the carrying out of the provisions of this Act; and (b) the Secretary of Defense and the Comptroller General have agreed upon alternative methods for conducting an adequate audit of such contracts, the President is authorized to exempt such contracts from the requirements of Public Law 245, Eighty-second Congress.
