SEC. 2004. CLASSIFICATION. GRADES AND STANDARDS DESIGN FRAMEWORK. Section 2(b)(3) of the United States Grain Standards Act (7 U.S.C. 74(b)(3)) is amended— (1) in subparagraph (C), by striking “and” at the end thereof; (2) in subparagraph (D), by striking the period and inserting a semicolon; and (3) by adding at the end thereof the following new subparagraphs: “(E) reflect the economic value-based characteristics in the end uses of grain; and “(F) accommodate scientific advances in testing and new knowledge concerning factors related to, or highly correlated with, the end use performance of grain.”.
