Delegation of Authority by the President.—
Sec. 521. Delegation of Authority by the President.— (a) Except as provided in subsection (b), the President may exercise any power or authority conferred on him by this Act through such agency or officer of the United States as he shall direct, and the head of such agency or such officer may from time to time promulgate such rules and regulations as may be necessary and proper to carry out functions under this Act and may delegate authority to perform any of such functions to his subordinates acting under his direction. (b) After June 30, 1955, the President shall exercise the powers conferred upon him under title III of this Act through the Secretary of State.
