Sec. 607. (a) For the fiscal year 1955 so much of the Department of State and Department of Agriculture unexpended balances of appropriations, allocations, and other funds employed, held, used, 68 Stat. 910 available, or to be made available, in connection with the functions covered by this title as the Director of the Bureau of the Budget or the Congress by appropriation or other law shall determine shall be transferred to or established in accounts under the control of the Department of Agriculture, and there are hereby authorized to be established such additional accounts as may be necessary for this purpose. (b) There are hereby authorized to be appropriated to the Department of Agriculture such amounts as may be necessary for the purpose of this title. (c) For the fiscal year 1955 funds which become available for the purposes of this title may be expended under the provisions of law, including current appropriation Acts, applicable to the Department of State: Provided, That the provisions of section 571 (d) of the Foreign Service Act of 1946, as amended, with respect to the source of payment for Foreign Service officers and employees shall not apply to personnel employed under this title. Obligations incurred by the Department of State prior to September 1, 1954, with respect to functions affected by this Act, shall be paid from appropriations available to the Department of State.
