promotion to first lieutenant Sec. 316. Each unit officer of the Army Reserve in the grade of second lieutenant found by the Secretary or any officer acting under his discretion to be qualified for promotion shall be promoted to the grade of first lieutenant effective on the date he has three years of promotion service, irrespective of the existence of a vacancy in such grade.
