Except when the Secretary determines that it is not in the best interest of the service a Reserve officer transferred from the National Guard of the United States to the Army Reserve will be advanced as a Reserve officer to the highest permanent grade previously held in the Army, notwithstanding any other provision of this Act, without regard to the requirement of confirmation by the Senate under section 218, Armed Forces Reserve Act of 1952 (66 Stat. 487).
