Reserve officers on a zone of consideration list for consideration for promotion under section 310 who are serving in or have been recommended for promotion to a temporary grade equal to or higher than the grade for which they are to be considered for promotion shall not be considered by a selection board but shall be deemed to be recommended for promotion and shall be promoted upon completion of the required years of promotion service and the total years of service required by section 315 (a).
