Sec. 509. (a) Except as provided in subsection (b) of this section, each officer of the Air Force Reserve in an active status in the grade of second lieutenant who is found to be qualified for promotion shall be promoted to the grade of first lieutenant effective on that date upon which he completes three years of promotion service in grade. (b) A Reserve officer in the grade of second lieutenant who completes three years of promotion service in grade and who is found not qualified for promotion, shall, notwithstanding any other provision of law except section 204 or 205 of this Act, be discharged.
