§ 1071. Purpose; construction (a) The purpose of this chapter is to provide ample opportunity for the persons covered by section 1074 of this title to vote for Federal, State, and local officials and to use the absentee balloting procedures of the several States to the greatest extent possible. It shall be construed liberally to carry out this purpose. (b) Nothing in this chapter restricts the right of any member of the armed forces, or any other person, to vote according to the law of the State where he is domiciled.
