§ 2275. Contracts; review of decisions The Secretary of a military department may award a contract for aircraft, aircraft parts, or aeronautical accessories under this chapter to the person whom he finds to be the lowest responsible bidder who can satisfactorily perform the work to the best advantage of the United States. Except for review by the President or a Federal court, or as otherwise provided by the contract, the decision of the Secretary is not reviewable as to— (1) the award of the contract; (2) the interpretation of the contract; or (3) the application and administration of the contract.
