§ 2351. Policy, plans, and coordination The Secretary of Defense shall keep informed on the status of scientific research relating to the national security, and shall make adequate provision for research and development on scientific problems relating to the national security. He shall— (1) prepare a complete and integrated program of research and development for military purposes; (2) keep informed on trends in scientific research relating to the national security and the measures necessary to assure continued and increasing progress; (3) coordinate research and development among the military departments and allocate responsibility for specific programs among those departments; (4) formulate policy for the Department of Defense on research and development involving agencies outside the Department of Defense; and (5) consider the interaction of research and development and strategy and instruct the Joint Chiefs of Staff thereon.
